Useful advice and tips regarding Ministry of Communications (IMOC) approvals for importing electronic products that include wireless communication.
IMOC's approval exemptions
Certain products are not required to obtain approval from the Ministry of Communications for import into Israel. The exemption is divided into products for personal import and commercial import.

Below is a list of the types of wireless equipment that are currently exempt from approval by the Ministry of Communications, In personal or commercial import, in any quantity:
1) Devices operating within 2400 to 2483.5MHz frequency band in Bluetooth technology according to IEEE 802.15.1 Standard or +ANT / ANT in technology, Which includes a built-in antenna and their power does not exceed 100 milliwatts p.r.i.e;
2) Devices intended only for a receiver of satellite transmissions for a position such as GALILEO, GLONASS, GPS, or BEIDOU.
3) A parabolic antenna whose diameter does not exceed 244 cm, including the equipment used, intended for the reception of satellite transmissions.
4) Devices operating in the field of infrared frequencies between 1000GHz and 3000GHz and their transmission power does not exceed 200 milliwatts.
5) Computer peripherals (mouse, keyboard).
6) Computer monitor.
7) Streamer video that complies with European Radio Directive 2014/53/EU.
8) e-book reader (book-e).
9) Tablet PC (Tablet).
10) laptop.
11) Desktop (PC Desktop).
12) A converter for the reception of public television broadcasts (box top-set receiver TV).
13) TV set and remote Control.
14) A radio receiver for the reception of public broadcasts using FM / DAB / AM technologies.
15) Spares parts for mobile phone device.
16) Wristwatch, other than cellular wristwatch.
17) Vacuum cleaner.
18) Deleted
19) Camera, except for a security camera and a baby camera.
20) Digital weight scale.

Type Approval & Trade License
Products that are not included under the "Wireless telegraph regulations ("Match Approval")" are required to receive IMOC approval, which is called "Type Approval".
Here are some examples:
• Iridium receiver/transmitter.
• Car multimedia that includes cellular communication.
The initial condition for obtaining "Type approval" for a product is that the importer has a Trade license.

Exemption from Trade License
According to IMOC regulation, the following products do not require the Ministry of Communication's (IMOC) approval: cellular telephone, modem, router, and tablet.
These products must be included in the "Exemption from Trade License" which is required to be to the local importer.
The importer must declare to IMOC all the items he imports under his "Exemption from Trade License" in special form sheet, once every six months.
If the importer does not have an "Exemption from Trade License", Ramcom can help the local importer to obtain such an exemption.
If there is currently no importer for this item, we can include it under Ramcom's "Exemption from Trade License."
Labeling
General explanation regarding labeling:
The updated regulation, published by IMOC in July 2022, includes the following paragraph (number 9):
(A) A holder of a conformity permit (The importer), other than a person who has received a permit for import for his own use, shall mark the packaging of the wireless device before marketing in this wording:
(1) "Match approval number on behalf of the Ministry of Communications:" - with an indication of the match approval number given to the device Or "Importer identification number" - with an indication importer company ID.
(2) "It is forbidden to carry out actions on the device that may change the wireless features of the device, including software changes, replacing the original antenna or adding the option of connecting to an external antenna, without obtaining permission from the Ministry of Communications, due to concerns about wireless interference."
(3) About the details in the table in the first or second appendix, in respect of which it is stated that they are for indoor use only (indoor) - it shall also be stated, " The device is prohibited from operating outside the building due to concerns about wireless interference."
According to this article, the importer must add a mark with the IMOC approval number and other details on the device package.
If the device is too small or installed in a vehicle or other equipment, the manufacturer should add those details to the device or equipment manual (without the "Match approval number," which can change with each renewal, but with the importer identification number).
